What do you mean by that runing a website wont cost much thou its all depend on the nature and the type of website the person want to run.
As for the ads issue I think this may sometime be a confidential

I would go with a website. Apps tend to steal my storage. Something I heavily dislike...

I am thinking of going with the both. the reason being website are not easy. But some people choose app because they can't rely on the mobile content .. and mobile content which is static does not make much sense of either.

I can say i'm all for website because website is more complex than a mobile application.I can say website represent a "bigger mobile apps".

If you are developing an interactive game an app is probably going to be your best option. But if your goal is to offer mobile-friendly content to the widest possible audience then a mobile website is probably the way to go.
